The 4th International Conference On Advanced
On October 7-8, 2009 St. Petersburg hosts the 4th International Conference on Advanced Technologies and Products in Pulp and Paper Industry PULP, PAPER & TISSUE RUSSIA within the framework of the 11th St. Petersburg International Forestry Forum. The organizer: RESTEC® Exhibition Company. Official support: RAO Bumprom, Delovaya Rossia All-Russian Business Union. The conference consisted of the following two sessions: Pulp and Paper Industry in the Crisis and The Russian Forest Sector Technology Platform as a Scientific Basis for the Forest Sector Strategy Development. The conference was moderated by Victor Chuiko, Board Chairman, Bumprom RAO First Vice President, and Edward Akim, Head of Department of St. Petersburg State Technological University of Plant Polymers. More than 120 P&PI specialists from Russia, Belarus, Ukraine, Finland, Sweden, Denmark, Austria and Switzerland took part in the conference. During the first day of the conference the speeches were given by more than 20 Russian and foreign P&PI experts - top managers, technical specialists and scientists. Special attention was paid to the speech of Paul Herbert, Ilim Group JSC Executive Director, on Anti-recessionary Measures Providing Corporations Competitiveness. Michael Lutz, International Paper Inc. Executive Director, held speech on Overall Efficiency Enhancement of the International Paper Company within the Circumstances of Economic Crisis. The Global Aspect and Russian Realia. Natalia Pinyagina, Arkhangelsk P&PM JSC Director for the State Power Bodies' Cooperation, devoted her report to the conditions of activisation of the company investment activity during the crisis. Aleksandr Utevskiy, Syassky P&PM JSC Director General, held speech on the tissue paper production development prospects in Russia. Dmitriy Dulkin, Consolidated Paper Mills Managing Company LLC Director General, reported on Carrier Board Market Development. The conference continued then with the speech of Viktor Tolstov, Kondopoga JSC Chairman of Committee of Directors. He described newsprint paper production in Russia as a part of the country's most sound to the crisis P&PI. Serguei Korostelev, Metso Paper Inc. Mill Sales Manager, spoke about low investments into the high quality tissue production. The first day of the conference ended with a professional discussion and summing-up. The second day of the conference started with the forest problems report of Aleksandr Isaev, Chairman of the Russian Academy of Sciences Research Council for Forest Issues, and Russian National Research Platform report of Natalia Lukina, Russian Forest-Based Sector Technology Platform Academic Secretary, and Russian Academy of Sciences Center for Forest Ecology and Yield Deputy Director. Hans Jansen, United Nations Economic Commission for Europe Senior Project Manager, spoke about cooperation within the framework of the UNECE and Russian Forest Sector Technology Platform projects. Andrzej Kraslawski, Lappeenranta University of Technology Professor, reported on Research Questions Arising During Waste Paper Utilisation. Ilmari Absetz, WoodWisdom-Net Coordinator, spoke about Russia's possibilities to take part in the WoodWisdom program realisation. Questions of Russian science and innovation technologies modern conditions and particularly personnel training for Russian forestry complex were covered in the report of Evgeniy Shcherbakov, Moscow State Forest University Vice-Rector. Nadezhda Khodyreva, St. Petersburg State Technological University of Plant Polymers Vice-Rector for International Relations, continued personnel subject in her Russia and EU Countries Joint Experience in P&PI Personnel Training report. Valeriy Komarov, Arkhangelsk State Technical University Head of Department, held speech on personnel subject as well and finished the program of the conference. The conference ended with summing-up and adoption of a resolution. In the opinion of the conference participants, actual objectives of Russian P&PI development remain the same: production and administrative expenses optimisation; products materials and energy consumption lowering; marketing merchandising improvement under the conditions of the intensified competitiveness, 'price-quality' factor significance increase; innovative low-carbon technologies active implementation, innovative products production and commercialisation; scientific potential and human resources significance increase; preparing conditions for a Public Private Partnership in order to support the Russian Forest Sector Technology Platform (RFSTP) and practically realise the results of innovative scientific research work. In the resolution the conference participants call upon the beginning of the anti-recessionary measures realisation. Among these measures are: organisation of the 2008 Russian Federation Forestry Complex Development Strategy until the 2020 adjustment with due consideration of the crisis realia, necessity of the import-substituting power supply priority development and adoption of the innovative products output based on the Forest Sector Technology Platform principals; assistance and acceleration of the RF Forestry Code changes and amendments introduction, conditioned by its usage worked out practice and aimed at preparing conditions for the enterprises development economic stimulation; formation acceleration and legislative consolidation of the based on implementation of the best existing technologies modern ecological regulation system, creating economic incentives for innovative low-carbon technologies implementation and P&PI energy efficiency increase; maintenance of the tax policy improvement and improvement of the customs-rate policy, aimed at innovative technologies implementation support, promotion arrangement of the construction of the new road system on the territory of the newly reclaiming woodlands, at infrastructure formation on the areas of new enterprises construction, at duty-free exportation of the timber, extracting on the areas their construction, for the period up to commissioning of the new P&PI production facilities. The Matchmaking Center was open all the days of the Forum. Representatives of pulp and paper mills actively participated in the work of the Matchmaking Center, among them: International Paper CJSC (Svetogorsk PPM), Svetlogorsk PBP JSC, UPM Forestry Concern, Combined Paper Mills Management Company Ltd.. They had several meetings with suppliers of mineral fillers and pigments for the paper industry (OMYA RUS Ltd., BASF CJSC, Moscow representation office of DOW EUROPE GmbH) and with companies that manufacture and sell equipment for the pulp and paper industry (TELKO Ltd.). As much as 28 meetings were held. Association of Forest Users of the Priladozhye, Prionezhye and Pomorye held several meetings on raw materials supply with the Leningrad Region enterprises, among them – Metsaliitto Podporozhye Ltd., MM-Efimovskiy Ltd., International Paper (Svetogorsk PPM) CJSC. Members noted convenience and efficiency of this service, in particular, in term of reducing time spent in search for a partner and organisation for negotiations. The 4th International Conference on Advanced Technologies and Products in Pulp and Paper Industry PULP, PAPER & TISSUE RUSSIA will take place in St. Petersburg on October 19-21, 2010 within the framework of the 11th St. Petersburg International Forestry Forum.
